Anyone who wishes to perform any kind of work, no matter how small, on a grave in a cemetery must obtain written approval from Shoalhaven City Council.
All construction work in Shoalhaven Cemeteries must follow the guidelines outlined in the Australian Standard AS 4204-2019 for Headstones and Monuments, AS 4425-2020 for Above-Ground Burial Structures, as well as the Shoalhaven City Council's Cemeteries, Crematoria, and Memorial Gardens Policy, along with the Funerary and Monument/Masonry Services Procedure.

Before one of the above licensed monument masons can commence work in a cemetery they must:
- submit a completed Grave Improvement Application along with the relevant fee listed on Council's Fees and Charges page. The application fee is non-refundable if the application is denied
- include drawings (to scale) of all elements of the proposed construction, which must meet the applicable Australian Standard
- only commence work when an approved work permit has been issued and has been received by the monument mason
